Selection Policy for Triathlon & Duathlon for 2019 SEA Games Philippines

1. Introduction

1.1     The 30th SEA Games will be held in the Philippines 30 November to 10 December 2019.

1.2     Tentative Schedule for Triathlon:

    4 Dec 2019 – Individual Men (Duathlon)

    5 Dec 2019 – Mixed Team Relay (Duathlon)

1.3     The races will be as follows –

  • Triathlon (Individual) – in Olympic distance format (1.5km Swim, 40km Bike, 10km Run)
  • Duathlon (Individual) – in standard distance format (10km Run, 40km Bike, 5km Run)
  • Triathlon (Mixed Relay) a super sprint distance (300m Swim, 6.6km Bike, 1km Run per athlete) in a team of 2 males and 2 females
  • Duathlon (Mixed Relay) (2km Run, 8km Bike, 1km Run per athlete) in a team of 2 males and 2 females.

1.4     The maximum quota including reserves allocated by the Olympic Council Malaysia (OCM) is:

It should be noted that quota allowed does not represent the actual number of athletes OCM will select for each event and is subject further by the number of athletes each country may send as determined by the SEA Games Organising Committee.

2.7       Based on the results of the previous SEA Games, Malaysia Triathlon has set the qualifying times for the individual Triathlon and Duathlon races to be at least the past 3rd ranking athletes’ average timing as follows –

Triathlon Qualifying Times – 2hr 04mins (Men), 2hr 26mins (Women)

Duathlon Qualifying Times – 2hr 04mins (Men), 2hr 26mins (Women)

2.8       For the Mixed Relay, in view of this format only being introduced at the 30th SEA Games,   the qualifying times cannot be established by previous races and accordingly, based on  results of South East Asian athletes’ performances in ASTC/ITU mixed relay races , Malaysia Triathlon has benchmarked an athlete participating  in a mixed relay race as follows –

Triathlon Mixed Relay Qualifying Times – 26 minutes (Men), 28 minutes (Women)

Duathlon Mixed Relay Qualifying Times – 24 minutes (Men), 26 minutes (Women)

3. Objectives

3.1     This policy details the process and criteria for nominating athletes as the National Team for Triathlon/Duathlon at the 30th SEA Games in the Philippines.

3.2     This policy may be amended at any time if Malaysia Triathlon is of the opinion that such an amendment is necessary for any of the following reasons:


    a)         as a result of any change in ITU eligibility criteria or rules;

          b)         as a result of any change in the rules governing a particular race/event;

          c)         to clarify any ambiguity or otherwise give effect to the intended meaning       

                      of the Policy;

          d)         under advice from the Olympic Council of Malaysia (OCM).

Malaysia Triathlon shall not be responsible or liable in any way to anyone as a result of any such amendment.

3.3     Malaysia Triathlon will publish this policy on its website at http://www.malaysiatriathlon.org, on social media platforms such as Facebook and Instagram as soon as it is practicable to do so and will use reasonable efforts to notify athletes and their coaches of the platforms used. The athletes and coaches are responsible for ensuring that they are fully aware of and understand the policy and its content, as well as any changes made to the policy should they occur.

4. Nomination Panel and Process

4.1     The Nomination Panel shall be made up of the following personnel:

  1. Chairman: Secretary General, Malaysia Triathlon
  2. Member: OCM Official (to be appointed).
  3. Member: MSN Official (to be appointed).

    The selected panelists shall have relevant experience that renders them qualified for the position.

4.2      Athletes wishing to be considered for nomination to the OCM’s 2019 SEA Games Selection Committee MUST register and complete the respective national selection races (National Trials).   An athlete who does not race in a National Trial or does not complete the race will NOT be considered for selection by the Nomination Panel irrespective of timing obtained in similar races in Malaysia or overseas.          

4.3     The Nomination Panel shall review the conclusion of the National Trials for Triathlon, Duathlon and Mixed Relay to consider eligible athletes (for eligibility, please refer to section 6 below) and having met the respective qualifying times for nomination to OCM’s 2019 SEA Games Selection Committee.

4.4     Malaysia Triathlon shall submit all nominations to OCM by the deadline as stipulated by OCM. At present OCM has indicated that nominations must be submitted by 31st July 2019 (subject to confirmation from OCM).

4.5     Malaysia Triathlon further reserves the right not to nominate the maximum number of athletes allowed for Triathlon, Duathlon and/or Mixed Relay for Triathlon and/or Duathlon, if it is of the opinion that there is insufficient eligible athletes to be nominated in particular but not limited to lack of athletes meeting the qualifying times.

4.6     In the event that no eligible athletes made the selection criteria i.e. did not meet the respective qualifying times as stated in this policy, the Nomination Panel reserves the rights not to nominate any athletes to OCM’s Selection Committee.

4.7     An Appeal process is available for any athlete who is dissatisfied with the decision of the Nomination Panel (Please refer to Appendix A).

4.8     Final decision for athletes’ participation at the 30th SEA Games will be at the sole discretion of OCM’s Selection Committee and as such may or may not reflect the list of athletes submitted by the Nomination Panel for OCM’s Selection Committee’s consideration.

5. National Trials

5.1     National Trial – Individual

a) Triathlon – 14 July 2019, The Everly Putrajaya Trifactor International Triathlon 2019.

          b) Duathlon – 23 July 2019, Sepang International Circuit.

5.2      National Trial – Mixed Relay Team

a) Triathlon Mixed Relay Team – 13 July 2019, The Everly Putrajaya Trifactor International Triathlon 2019.

          b) Duathlon Mixed Relay Team – 22 July 2019, Sepang International Circuit.

          Eligible athletes will qualify for selection by the Nomination Panel by their performance timings in the above National Trials.

5.3    Top 3 Men and Top 3 Women in each category of the National Trials shall be nominated as the National Team. If they are unable them to participate during race day, the next best athlete will be nominated.

6. Athletes’ Eligibility and Responsibilities

6.1     Athlete Eligibility

In order for an athlete to be considered for nomination in the manner stated under this policy, the athlete MUST:

  1. be a citizen of Malaysia (dual citizenship must be declared);
  2. be 18 years old or older Triathlon and Duathlon events;
  3. be 16 years old or older for Triathlon and Duathlon Mixed Relay Team events;
  4. be in good standing with Malaysia Triathlon, OCM, ASTC and ITU;
  5. comply with all ITU requirements.

6.2     Code of Conduct:

            Selected athletes to represent Malaysia at the 30th SEA Games must adhere to a strict code of conduct as follow –

  1. Athletes must possess good training discipline and integrity.
  2. Athletes must be humble, well disciplined, respectful and courteous.
  3. Athletes, being ambassadors for the country, must be able to carry themselves well, and respect officials, personnel and properties of the host country and must not behave in such a manner that would bring embarrassment to themselves or their country.
  4. Athletes shall also refrain from disparaging Malaysia Triathlon, OCM, MSN or any other relevant regulatory sports and their respective officials on social media platforms.

Failure to adhere to the code of conduct may result in immediate disqualification from the National Team.

6.3      The athletes chosen to represent Malaysia are obligated to immediately inform Malaysia Triathlon of any illness or injury that could reasonably impact on the athlete’s ability to perform at the level expected of the athlete at the 30th SEA Games, and more importantly, the impact on the overall health and well-being of the athlete.

6.4     Selected athletes by the OCM would be considered as Category B athletes and accordingly would be required to fund their own travel and living costs to the 30th SEA Games which would be reimbursable by MSN in event of achieving a medal during the SEA Games.

6.5     Malaysia Triathlon on best endeavor basis shall try to secure funding to send the selected athletes to the 30th SEA Games. In the event that no funding is available, the selected athletes may proceed to secure their own funding, which would be refundable by MSN if a medal is achieved.

6.6     Selected athletes are required to adhere and strictly comply with the sponsorship requirements by Malaysia Triathlon.

6.7     Selected athletes are required to sign an Athletes Agreement with Malaysia Triathlon, which would include the terms and conditions stated in this policy.

Appendix A: Appeal Process

Right of Appeal

An eligible athlete, who fails to be nominated to OCM pursuant to the process and criteria set up in this policy, may appeal against his/her omission from the nomination.

The sole grounds of appeal are that:

a)     The athlete’s omission was as a result of a failure by Malaysia Triathlon to properly apply the selection criteria set out in this policy.

b)     The athlete’s omission was as a result of a failure by Malaysia Triathlon to adhere to the requirement guidelines set out in this policy.

Notice of Appeal

Any eligible athlete wishing to appeal must fill up the notice of appeal form and submit via email to Malaysia Triathlon (info@malaysiatriathlon.org) within 24 hours following announcement of the nomination. Please put “NOTICE OF APPEAL” as subject of email.

The notice of appeal must be accompanied by a summary of arguments and supporting documents/evidences that the athlete wishes to be considered in support of the appeal.

Appeal Panel

The hearing of the appeal will be done by the Appeal Panel, which will be comprised of members different from the Nomination Panel, as follows:

a)  Chairman: President, Malaysia Triathlon.

b)  Member: OCM Official (to be appointed)

c)  Member: MSN Official (to be appointed)

Functions of the Appeal Panel

The panel has no power of selection or re-selection. Their role is to review the matters set out in the appeal and may refer the matter back to Malaysia Triathlon for re-nomination.

Hearing of the Appeal

The appellant will be advised on a date for the hearing as soon as necessary.

  1. The hearing will be conducted with as little formality and technicality.
  2. The hearing must observe the principles of natural justice.
  3. The parties to an appeal may be represented at a hearing but not by an advocate and solicitor or a legally trained person.

Results of hearing

The decision of the Appeal Panel shall be recommended to the Nomination Panel for consideration.

The nomination decision under the direction of the Appeal Panel shall be final and binding, and no further appeal shall be available to the appellant in respect of that selection.
